Education Access for Students without Civil Registration in Thailand
The Royal Gazette has published the Ministry of Education’s Announcement on the Admission of Students without Civil Registration Documents or without Thai Nationality, B.E. 2568 (2025).
This Announcement is issued by virtue of Section 12 of the Ministry of Education Administration Act B.E. 2546 (2003), in conjunction with the Ministry of Education Regulation on Evidence for the Admission of Students into Educational Institutions B.E. 2548 (2005).
This development is regarded as a significant step forward in line with the Cabinet Resolution dated 28 October B.E. 2568 (2025) concerning recommendations on the education of children without civil registration documents or without Thai nationality in Thailand. Many of these children are from migrant worker families, who play an important role in sustaining Thailand’s economy.
However, it remains necessary to monitor how this policy will be implemented in practice by individual schools, and what challenges may arise in its application.
